This part is called the "Side brace bracket at the sub-frame". It is one of 2 brackets that attach to each side of the bike. This bracket bolts on to the TL 1000R frame at two points, the location where the seat attaches and the location where the rear sub frame brace attaches.   Left shown (port side). Right side is opposite.

Install one spacer tube and 3/8 x 3.5 bolt on each side in the 'seat bolt' location.
